Short answer: Use caution. Phenoxyethanol is not automatically a dealbreaker in every wipe, but baby wipes are used often, sometimes on irritated skin, and often near hands that go into mouths.

The opinion also stated that exposure from sources other than cosmetics was not assessed.

What to check

Look for phenoxyethanol near the end of the ingredient list. If the wipe is fragranced, used on broken skin, or used many times a day, choose a simpler option instead.

The practical answer

A preservative can be allowed and still be worth questioning for babies. For everyday diaper changes, the better default is a short ingredient list, no fragrance, and fewer unnecessary preservatives.
